Should VoIP be correct? This question does not have an easy answer. Lets assume, for arguments sake, that regulation is necessary. That leads to 2 bigger questions: Who should regulate it? And how should it be regulated?
The cyberspace is a global system of interconnected estimator networks that utilize the TCP/IP suit to serve billions of users humanswide. It is, in a sense, billions of private, government, business, and academic users connected to each other finished a network of networks.

It is also much more strong to monitor when someone crosses governmental boundaries through a computer network because there are so many places to cross. in that lies the fundamental problem with regulating Voice over meshwork Protocol communications. Who decides how to regulate something that affects people all over the world? Once those regulations are created, who is going to enforce them and how?
Rumors abounded in 2005 that Israeli Ministry Directory General, Avi Balashnikov, was going to impose regulations and taxes on VoIP due to the lost tax income experienced by international call carriers. Critics of the plan went so far as to compare his actions to human rights violations in China.
